I feel like I used to know how to solve this problem, but for the life of me I can't figure it out now. I want layers of cliffs while having the A5 cliff border/edge tile not being overwritten. Here's an example - i've put random snow tiles down to line up horizontally with what i'm talking about - see how the base of the upper cliff layer overwrites the A5 tile?
