parallax mapping isnt working

Summary

so ive been following a tutorial on how to do parallax mapping. I went trough part: 1,2,3 and 3.5 so what I in the end ended up doing after saving the maps in parallax as png's using the web export option (youll know what i mean if you watch the videos) on photoshop, was putting the tag in the note of the map in map editor (aka, just following the steps). it was supposed to work by doing that, using the plugin OrangeOverlay. but it doesnt and what ends up...

and i have no idea why it's like that, or how to fix it. please help me. if this isnt clear enough ill send any extra screencapture that may be needed or explain in greater detail, whatever it takes to make this work. please help
