I haven't really been able to find any posts about this...

The color I'm trying to designate as transparent is white, and the editors I've used are GIMP 3 and GraphicsGale, as they were both around from projects before RPG Maker. I haven't really been able to find any posts about this problem, so I feel like I may be doing something wrong. Any ideas would be greatly appreciated!
