Does anyone know of a way to add additional restrictions that can be used to remove statuses via "Remove by Restriction"?

For example, I want a particular spell to remove AGI Down state, but I want to do it through the use of restrictions/removal by restriction.
I know I can set the parameter to AGI = 100% in the spell itself, if I am using a spell to remove a state, but I would specifically like to do some things of this nature by using the restriction/removal method. Doing that will make many aspects of of what I am trying to do, much faster and easier.
If someone knows of a plugin that handles this kind of thing, that would be great too. For reference, I am already using the yanfly plugin suite and have every plugin from his suite enabled, so if his plugins cover this sort of thing, knowing how would be a big help.
If not and someone has a solution or can provide some guidance, that would also be great.
