Summary
After hours of spending of my free time coding and eventing, I'm totally burned out, so the issue will probably be very easy to spot at a later time. I'll post this right now anyway just in case... I'm having a bit of a sound issue with my common event(s) (which also affects performance a bit). Basically it runs in the background when the game begins. I'm having a bit of a sound issue with my common event(s) (which also affects performance a bit). Basically it runs in the background when the game begins. The event(s) keep(s) track of time, changes the days, weeks, months, years, and randomly adjusts weather. This is a bit much too much to screenshot, so I'm providing the necessary file to test the events yourselves.
To reproduce this problem in-game, find the "moderator console" or whatever it's call here.

Set the weather to rain, thunderstorm, or windy. It should begin to stutter, especially outside (not in menus).
I can't look at it right now, but it not stuttering in menus leads me to believe it's an issue with one common event constant calling something it shouldn't.
There's also a fairly complex Inn event in there, but it's isolated...
