I did some investigating and found out that this can occur in different versions of Windows due to Windows updates causing problems with Microsoft Visual C++ 2013 and the program not installing correctly at the worst a problem with Microsoft Visual C++ 2013 can cause a program to crash and not run. (This occurs very common on Windows 7 machines I discovered both 32 & 64 bit version, especially laptops.)
MV doesn't install the current version of Microsoft Visual C++ 2013 too. MV install version 2.0.21005 and you can find the installer in your MV program folder.
So if your having slow seeds with MV or other problems try downloading the newer version of Microsoft Visual C++ 2013 and repairing your instillation of it.
