Enemies stop spawning on map tiles with event id's

Simple enough for a child, powerful enough for a developer
I have a map. One small section has an event id of 255. I assigned the basic slime to region 255 with a weight of 100 and I tried 5 just for the fun of it. Even if I assign an enemy to the entire map I have no encounters in that region..... Outside of that region encounters work fine. Attached is a picture of my issue. I appreciate any help given. Thank you I dont know why it uploaded is such bad quality sorry {
