If you look at the sidewalk tile, on the right hand side, it is being covered by the wall tiles of the skyscrapers. But on the left hand side, it is not and instead the sidewalk border is being created when making walls. I encountered a similar problem before with the default tiles, but then I discovered there were two look-alike tiles, one which was covered and one which wouldn't be. The tileset I have doesn't seem to contain these look-alike tiles. Here is the setup for my tile set:
