RPG MV broken - won't launch anymore

Summary
I downloaded my game from steam when i 1st open it it was fine. i closed the game for a few hours and when i came back to reopened it i get an error message: File location: C:\program Files(x86)\Steam\SteamApps\commons\RPG Maker MV\RPGMV.exe "windows cannot access the specified device, path or file. You may not have the appropriate permission to access the item"

I already tried running it as administration, allowing full access in the properties security tab, I also checked my disk for corruption (my disk is healthy) and check if my antivirus was blocking it, it wasn't, but i still put it in the exceptions.
I also found this in the debug.log
[1225/212756:WARNING:resource_bundle.cc(286)] locale_file_path.empty()
I have 1.0.1 version of the game
I have a 64-bit windows 7
note: I'm the administrator of my PC coz it's the only account
Please help me.
