Summary
This system is supposed to work from the in-game menu. I've gotten the system set up how I want. I've called the menu selection "Options" instead of "System". Everything is good to go. The only thing I want to do and can't quite pinpoint how to accomplish it is add the "Options" to the Title Menu as well. I've been able to get the Title Menu to show "Options".
