Creating Tiles

Summary
Under the Shooting tab, tiles sub-tab, the create button and graphics drop box are unclickable. Also, the walls and auto tiling menu is really small to the point where it's not even legible and you cannot click and drag to enlarge it. May be beginners questions here but I'm really stuck. See the attachment, sorry for the poor quality. {
